Background
The National FFA Organization is a corporation chartered by an Act of Congress. By law, FFA has a direct connection to the U.S. Department of Education.
Staff
The Department of Education
supports FFA by designating staff, services,
and facilities to serve FFA. Two Department
of Education staff have been designated to
carry out the authority, duties, and requirements
for FFA on behalf of the U.S. Department
of Education - Dr. Larry Case and Mr. Coleman
Harris.
Offices
The National Headquarters
for the National FFA Organization is located
in the Washington, D.C. offices in the
Department of Education's Office of Vocational
and Adult Education. National FFA Organization
activities are not confined, however, to
the Department of Education facilities
and it was agreed that the FFA would provide
a support office outside the Department,
located with other agricultural education
and vocational organizations in Alexandria,
Virginia.
Workspace and operations staff for Dr. Case and Coleman Harris are provided and paid for by the National FFA Organization in cooperation with the U.S. Department of Education.

National FFA Headquarters: Responsibilities
The U.S. Department of Education continues, as it has in the past, to provide to the National FFA Organization two staff members with appropriate professional qualifications who have been designated and assigned to fulfill the roles, duties and responsibilities of the National FFA Advisor and the National FFA Executive Secretary.
National Advisor
- Serves as the chief administrator of the National FFA Organization, chairman of the National FFA Organization Board of Directors, and chief administrator and president of the National FFA Foundation Board of Trustees.
- Provides overall direction for the development and administration of policy for the National FFA Organization.
- Chairs all meetings of the National FFA Organization Board of Directors and the National FFA Foundation Board of Trustees.
- Provides overall administrative support, oversight, and guidance to the National FFA Organization and its operations through the Chief Operating Officer ("COO"), and is a lead participant in the performance review of the COO.
- Advises the FFA national students' officers, Board of Directors, delegates, and committees on matters of policy, and assists the national student officers of the corporation in conducting meetings and carrying out programs.
- Serves as an ex officio member of all National FFA Organization and National FFA Foundation committees, and provides advice and guidance to those committees.
- Provides for the review of all applications for the highest degree of FFA membership, the American FFA Degree, and submits the list of candidates for that degree to the National FFA Board of Directors for its review and approval.
Executive Secretary
- Arranges for the conduct of all necessary meetings of the National FFA Organization Board of Directors and the National FFA Foundation Board of Trustees.
- Assists the National Advisor in overseeing, developing, maintaining, and implementing policy for the National FFA Organization and the National FFA Foundation.
- Issues charters to state associations when directed to do so by the National FFA Board of Directors.
- Keeps official records of the corporation specified by 36 U.S.C. 283 (1988), and records of the progress of the National FFA Organization and its activities.
- Reviews all reports from state associations and informs the National FFA Board of Directors of any proceedings or actions of a state association that conflicts with the provisions of the National FFA Constitution.
- Provides for complete and accurate minutes of the meetings of the National FFA Board of Directors, the Governing Committee, and any other committee affecting the national organization. Furnishes copies of the minutes to the members of the National FFA Board of Directors.
- Keeps a record of all national officers of the National FFA Organization and their terms of office.
- Keeps a record of all official National FFA Convention delegates.
- Arranges for the scheduling and administration of the annual National FFA Convention.
- Performs additional duties as directed by the National FFA Board of Directors and/or by the National FFA Advisor.
National FFA Headquarters:
Purpose
The purpose of the National FFA Headquarters is to support the National FFA Organization and Foundation as follows:
- Provide strategic direction
- Fulfill certain legal requirements
- Develop and oversee policy
Strategic Direction
Staff will gather information and will plan and conduct meetings of Board members and others as necessary to determine strategic goals and priorities for the National FFA Organization and National FFA Foundation. They will also report the progress in meeting these goals to the National FFA Board of Directors and the Board of Trustees.
Legal Requirements
The National FFA Headquarters serves
as the location of the registered agent for service of process, and
reports necessary information to the appropriate committees of Congress.
In addition, staff based in the headquarters office provides oversight and maintenance of legal files, and monitors and assures the compatibility of the policies of the U.S. Department of Education and the National FFA Organization.
Policy Development and Oversight
Personnel in the headquarters office
are responsible for developing, updating, and recommending policy statements
and language, and managing the oversight of the implementation of policy
for the National FFA Organization Board of Directors and the National
FFA Foundation Board of Trustees.

The National FFA Organization operates under a Federal Charter granted by the 81st Congress of the United States, and is an integral part of public instruction in agriculture. The U.S. Department of Education provides leadership and helps set direction for the FFA as a service to state and local agricultural education programs.
